Program Review – Primary Education Support through school feeding in Cambodia

Time period: October 2016 – January 2017

Coverage Area: Siem Reap, Kampong Thom and Battambang

I. BACKGROUND

Plan International Cambodia was established in 2002 and is currently operating under its 3rd Country Strategic Plan (FY16-FY21). Plan International Cambodia implements an integrated program in the provinces of Siem Reap, Tboung Khmum, Stung Treng and Ratanak Kiri with the Country Office based in Phnom Penh. Additional projects are implemented in many provinces throughout Cambodia. The current Country Strategic Plan was developed based on a child rights situation analysis, which assessed the root causes and gaps at household, community, district and national levels which result in children’s rights being violated or unfulfilled. Based on this analysis, five strategic program objectives were developed, focused around the following sectoral areas;

  1. Early Childhood Care and Development (ECCD),

  2. Child Protection,

  3. Water, Sanitation and Hygiene (WASH),

  4. Nutrition

  5. Education (including TVET)

These programs have been designed to address key issues affecting children in Cambodia. Each sectoral program will integrate elements of other sectoral programs to enable them to be mutually reinforcing.

The Primary Education Support program includes school meal (hot breakfast for children), take home ration food and cash scholarships in order to improve the enrolment and retention rates of children in primary schools. This program aimed to improve the enrolment, retention and attendance of primary school aged children, particularly those categorised as “poor 1” and “poor 2”.

Additional complementary activities have been supported in the program target areas under funding support from Australia National Office (ANO), Germany National Office (GNO), and Japan National Office (JNO) with cooperation from World Food Program (WFP) and Provincial Department of Education, Youth and Sport (PoEYS). The additional complementary activities aimed to improve understanding and importance of nutrition through training and awareness raising activities and improve knowledge of key hand washing times and have improved water, sanitation and hygiene (WASH) facilities to practice good hygiene and sanitation.

Complementary to the school feeding, nutrition and WASH activities, Plan International has dedicated significant time and effort to mobilize community and commune council support for the school feeding program, leveraging commune and community budget/ financial contributions as well as human resource commitments.

It is hypothesized that this community and local authority mobilization has been a significant factor in the relative success of the school feeding program from one school to another.

This will be the topic of the following program review.

II. OBJECTIVES

The project review will serve the following objectives:

  1. Clearly document the level of commitment from local authorities and communities in the target schools/ communes over the life of the project

  2. Describe the significant enabling and inhibiting factors in mobilizing local authority and community commitment to support primary education programs

  3. Identify best practice examples of local authority and community mobilization in support of school feeding programs

  4. Document the key steps in successfully mobilizing local authorities and communities in support of primary education

  5. Provide recommendations to the MoEYS and WFP for incorporating best practice in future school feeding programs and other primary education support activities

III. METHODOLOGY

This review does not aim to complete a comprehensive evaluation of the project, but will be focused on qualitative learning and delivery of practical lessons to be shared. A more detailed end of project evaluation will be conducted by WFP, with input from Plan.

This project review will comprise of a mix of quantitative and qualitative approaches to address the objectives including a review of project documents and secondary data, Key Informant Interviews (KIIs) and Focused Group Discussions (FGDs) with project stakeholders, which will be analysed in a participatory workshop.

The methodology of the project review is as follows;

· preliminary data review of existing project data and check against external secondary data where available (eg. Provincial Education Office)

· KIIs with various stakeholders remotely (via email) and in person where possible or necessary.

· Primary data collection including a workshop to analyse the results of preliminary data collection collectively, fieldwork for FGDs with relevant stakeholders (eg. Commune council members, school support committees, school feeding committees, community members, students, cooks, government staff, teachers) to further investigate/clarify findings from initial review

· Collation of results of data review, collection and workshop analysis

· Presentation of results to key stakeholders in form of 2-3 page document of practical learning

IV. SCOPE OF WORK

The review is expected to take place in a sample of schools and communes from the three target provinces of the school feeding program (Siem Reap, Kampong Thom and Battambang) to allow for comparison between provinces.

Task 1

Review of relevant documentation including, but not limited to: SIP-SFP documents, school assessment reports, quarterly reports and relevant secondary data sources (eg. Record of community contributions, education office records); conduct preliminary analysis to develop areas of interest.

Task 2

Based on the preliminary data review/analysis, develop semi-structured questionnaires for KIIs with stakeholders. These will then be sent via email to relevant stakeholders or undertaken by PU staff.

08 – 09 Dec 17

Task 3

Develop sampling framework for KIIs and FGDs, taking into consideration gender and age structure as well as role in the project and geography

Task 4

Conduct KIIs with key stakeholders (CCs, PoEYS, DoEs, SSCs, teachers and WFP staff), compile and analyse KII responses, linking with preliminary analysis. Develop and synthesis key findings to identify both points of interest for discussion during workshop and areas for further interrogation during the field visit.

This includes development of draft FGD questions for discussions with community members (men, women, and marginalised groups), school support committee members, students (boys, girls, people with disability), teachers and cooks. Note: the FGD questions will be further explored/refined and implemented during the review workshop.

14-22 Dec 16

Task 5

Develop workshop details/methodologies and draft fieldwork plan. This includes identifying and notifying schools and communities to cover during field visit to make good case studies for successful or challenging intervention.

28-30 Dec 17

Task 6

Hold a review workshop with key project stakeholders to discuss the key findings from preliminary review, investigate with fieldwork and to further understand the situation and environment that contributed to the successes/challenges perceived, finally agreeing on some practical learnings to disseminate. Task 7

Finalization of key findings and develop recommendations on next steps jointly with key stakeholders.

04-05 Jan 17

Task 8

Prepare a draft analytical review report and send to CO/ANO/JNO and relevant stakeholders for feedback and comments. The length of the report should not exceed 10 pages in total (excluding the executive summary and the annexes).

Develop an executive summary (max 4 pages) to highlight the report’s learning and recommendations for sharing with a broader audience. The report should be structured around issues and related findings/lessons learnt including practical conclusions and recommendations.

Finalize the review report incorporating all comments and disseminate through publication or presentation to relevant stakeholders where appropriate (eg. SFP programme meeting)
